Dr. Baldwin is from Hampton, Virginia. She attended George Mason University in Fairfax, Virginia where she earned a Bachelor of Science in Biology. She earned her Masters in School Administration and Certification in Curriculum and Instruction from East Carolina University and her Doctorate in Education from the University of North Carolina, Wilmington in December 2010. She taught high school science in Jacksonville, North Carolina and served as a high school and middle school principal in Jacksonville and Wilmington, North Carolina.
Dr. Baldwin also served as Director of Teaching and Learning in Currituck County, North Carolina, as the Assistant Superintendent for Curriculum and Instruction in Laurinburg, North Carolina, and Superintendent of Asheville City Schools. Dr. Baldwin has been the Superintendent of Chapel Hill-Carrboro City Schools since April 2017. She also has experience as a visiting professor in the School of Education at East Carolina University and Gardner-Webb University.
